What Is the Winter Fuel Payment?

The Winter Fuel Payment (WFP) is an annual tax-free payment from the UK government designed to help older people cover the cost of heating their homes during winter. It has been paid every year since 1997 and remains one of the most important forms of energy support for pensioners across England and Wales.

The payment is worth between £100 and £300 depending on your age, your living situation, and whether you receive certain benefits. It is paid directly into your bank account, usually between November and December, giving you funds in time for the coldest months.

Unlike means-tested benefits, the Winter Fuel Payment was historically available to all people above State Pension age, regardless of income. However, significant changes were introduced from the 2024/25 winter onwards, restricting eligibility to those receiving Pension Credit or certain other means-tested benefits. Who Qualifies for the Winter Fuel Payment?

Eligibility rules for the Winter Fuel Payment changed substantially from winter 2024/25. Understanding the current rules is essential to know whether you will receive a payment.

The Key Change: Pension Credit Requirement

Prior to 2024, virtually everyone born before a qualifying date (23 September 1958 for the current year) received the Winter Fuel Payment automatically, regardless of their financial situation. From 2024/25 onwards, eligibility was restricted to pensioners who receive Pension Credit or another qualifying means-tested benefit.

This means that if you are of State Pension age but do not claim Pension Credit (or another qualifying benefit), you will no longer receive the Winter Fuel Payment. The government estimated this change would affect around 10 million pensioners.

To receive the Winter Fuel Payment, you must have been born before the qualifying date and receive at least one of the following during the qualifying week (usually a week in September):

  • Pension Credit (Guarantee Credit, Savings Credit, or both)
  • Universal Credit
  • Income-based Jobseeker’s Allowance
  • Income-related Employment and Support Allowance
  • Income Support

Of these, Pension Credit is by far the most common qualifying benefit for older people. Winter Fuel Payment Amounts Explained

The amount you receive depends on your age and your living circumstances during the qualifying week. Payments are made per household, not per person, so if you live with another eligible person, the amount is split between you.

The higher rates (£300 or £150 in a care home) apply to those born before 23 September 1944, recognising that older pensioners typically face greater vulnerability to cold weather and may have higher heating needs.

If you qualify for the first time, you may receive a slightly different amount for your first year. The DWP will write to you confirming exactly how much you will receive. Keep this letter for your records.

Remember that the Winter Fuel Payment is completely tax-free. It does not count as income for tax purposes and will not affect any other benefits you receive. It does not need to be declared on a self-assessment tax return.

When Is the Winter Fuel Payment Paid?

Winter Fuel Payments are usually made in November or December each year. The DWP begins processing payments in mid-November and aims to have all payments completed by Christmas, though some may arrive in early January.

If you have received the Winter Fuel Payment before and your circumstances have not changed, you do not need to do anything — the payment should arrive automatically. The DWP will send you a letter in October or November confirming your payment amount and expected payment date.

If you have not received your payment by mid-January, you should contact the Winter Fuel Payment Centre on 0800 731 0160. Have your National Insurance number ready when you call. Common reasons for delayed payments include changes of address, changes in benefit status, or bank account changes that have not been notified to the DWP.

First-Time Claimants

The qualifying week for Winter Fuel Payment is typically the third week of September. You must be receiving a qualifying benefit during this specific week to be eligible for that winter’s payment. Cold Weather Payment Explained

The Cold Weather Payment is a separate scheme that provides £25 for every seven consecutive days where the average temperature in your area is recorded at or below 0°C. It runs from 1 November to 31 March and is paid automatically — you do not need to apply.

To qualify for Cold Weather Payments, you must be receiving one of the following:

  • Pension Credit
  • Income Support (with a qualifying component such as a disability premium or pensioner premium)
  • Income-based Jobseeker’s Allowance (with a qualifying component)
  • Income-related Employment and Support Allowance (in the support or work-related activity group)
  • Universal Credit (with certain qualifying elements)

Payments are triggered by Met Office weather data linked to your postcode. The DWP monitors temperatures across approximately 90 weather stations around the UK and automatically issues payments when a cold spell is confirmed. You should receive the £25 within 14 days of the qualifying cold period ending.

In a particularly harsh winter, you could receive multiple Cold Weather Payments. During the severe winters of 2010 and 2018, some households received several payments totalling over £100. The payment is made in addition to any Winter Fuel Payment or Warm Home Discount you receive.

When You Need to Make a Claim

You will need to make an active claim if:

  • You have recently reached State Pension age and this is your first year of eligibility
  • You live abroad in a qualifying European country (though rules on this have changed — check GOV.UK for current details)
  • You have never received a Winter Fuel Payment before, even if you are above the qualifying age
